It is generally considered good practice for a domain to be registered in the name of that customer, rather than in the name of the ISP.
Although ISPA does not have a strict policy on how its members should register domain names on behalf of customers, this page lists all of ISPA's members who follow this good practice and register CO.ZA (and other) domains in their customers' names, and not in their own name.
